The IMF-JC held its 49th National Convention on Tuesday, September 7, 2010 from 10:00 a.m. to 4:30 p.m. at the Hotel Lungwood in Nippori, Tokyo.

 The IMF-JC held its 49th National Convention at the Hotel Lungwood in Nippori, Tokyo, on Tuesday, September 7, 2010 from 10:00 a.m. to 4:30 p.m. A total of 300 delegates, officers, and visitors attended.
Guest speakers Hiroyuki Nagumo, General Secretary of Japan's RENGO, and IMF General Secretary Jyrki Raina were among 27 IMF-affiliated delegates from 20 organizations in 14 countries and regions in attendance.
The conference was moderated by Yuko Nakajima, a delegate from the Confederation of Japan Automobile Workers' Unions (JAW), and Koji Ohno, a delegate from the Japanese Association of Metal, Machinery and Manufacturing Workers (JAM).



1.Greetings from the President and Guest Speakers
◆President Nishihara's Address
 To begin the conference, President Nishihara, representing the IMF-JC, addressed the convention. He spoke about the organization's international solidarity activities, particularly (1) issues involving the unification of the three GUFs, (2) building labor union networks in multinational corporations, and (3) response to labor-management disputes at Japanese companies overseas. As for domestic activities within Japan, he touched on (1) the July House of Councilors election results and the state of Japanese politics, (2) the latest economic circumstances in Japan and responses to employment issues (3) measures to respond to the yen's rise, and (4) the role of the IMF-JC Joint Struggle in the Spring Labor Offensive.


◆Rengo General Secretary Nagumo's Address
The guest speakers then gave their remarks. From Japan, the conference welcomed Rengo General Secretary Hiroyuki Nagumo, who spoke on (1) the political climate since the regime change, (2) promotion of labor movements in response to globalization, and (3) efforts toward the 2011 Spring Offensive.


◆International Guest Speakers' Addresses (IMF General Secretary Raina and IMF Singapore Council Advisor Lim)
IMF-JC International Affairs Bureau Chief Assistant Director Shinya Iwai then introduced the guest speakers visiting from abroad, after which IMF General Secretary Jyrki Raina addressed the conference on behalf of the guest speakers. He thanked the IMF-JC for its cooperation through its proactive and constructive contributions as a core member of the IMF family, and touched on (1) the state of the economy and responses to employment issues after the global financial and economic crises, and (2) the movement of the 3 GUF unification and building labor union networks in multinational corporations.
IMF-SC Advisor Lim Chin Siew then addressed the conference, offering words of gratitude for the IMF-JC's support thus far.


2.Matters for Reporting

Steering Committee Chairman Masayuki Aso (JEWU) offered a proposal for the schedule of the following proceedings, which was accepted.
The conference reports began with a general progress report from IMF General Secretary Raina, in which he offered a PowerPoint presentation of an IMF special report on the building of labor union networks in multinational corporations. JEIU and JAW delegates offered opinions and requests on this special report.

After a break for lunch, the second portion of the general progress report was presented, with Assistant General Secretary (and Director of the International Affairs Bureau) Masahiro Nogi reporting on the general progress of the IMF-JC's activities over the past year. Additional reports were given on the progress of the Spring Offensive and the account settlements for FY2010 (by Assistant General Secretary Kenji Yonai), along with the FY2010 financial auditor's report (by Auditor Hideto Takahashi). Each of these reports was accepted with unanimous applause by the participants.




3.Matters for Deliberation
◆2011-12 Action Program Discussed and Adopted
The latter half of the convention involving the matters for deliberation was conducted by the moderator Koji Ohno. The first matter was the 2011-12 Action Program. IMF-JC General Secretary Hideyuki Wakamatsu explained in a PowerPoint presentation the political, economic, and industrial circumstances as well as the employment and labor environment. He then proposed the 2011-12 Action Program. Five industry-based member unions offered their opinions and requests from the standpoint of approval for the first draft, to which General Secretary Wakamatsu offered the head office's replies.
The 2011-12 Action Program was then adopted with unanimous applause from the delegates.


◆Partial Revision to Rules and Regulations; 2010 General Account Surplus Distribution; 2011 Account Budget

The next matters for discussion were the second (partial revisions to the rules and regulations), third (2010 general account surplus distribution), and fourth (2011 account budget) proposals. Assistant General Secretary Yonai offered the proposals, which were approved with unanimous applause.






◆Election of New Officers: Two New Female Executive Committee Members; Committee Expanded from 10 to 12 Members

On the matter of the election of new officers, Executive Committee Chairman Kazuhiro Izumida (JEIU) explained the process and made proposals. In keeping with the mid-term objective of greater involvement by women, two seats were assigned for female members for the Executive Committee, bringing the number of committee members from 10 to 12. The new IMF-JC Executive Board for 2011-12, with President Nishihara and General Secretary Wakamatsu retaining their posts, was approved unanimously. Later the moderators introduced the new officers and President Nishihara offered remarks on behalf of the new board.
Afterward, the retiring board members were recognized, with the eight retiring officers offering remarks and receiving another ovation from the participants in thanks for their service and with best wishes for their future activities.
