Officially named the Japan Council of
Metalworkers’ Unions (JCM), we are an umbrella organization representing the unions in Japan’s metal indust ry. The JCM was founded under the name IMF-Japan Council(IMF-JC) on May 16, 1964, the year of the Olympic Games in Tokyo, which were the first to be held in Asia. In November of that same year, the IMF-JC became an affiliate of the International Metalworkers’ Federation (IMF),which is now a part of the IndustriALL Global Union.

Alongside other IndustriALL affiliates, we promote solidarity and exchanges with workers involved in manufacturing around the worldand conduct activities to defend the rights of workers and improve working conditions.

Internationally, we are actively involved in  promoting international solidarity movements in the Asia-Pacific region as well as withinIndustriALL as one of its core affiliates. In Japan, we have long served as a pace-setter in the Spring Labor Offensive to improve wages and working conditions. We also play a role in industrial policy campaigns representing workers in the private sector, manufacturing and the metal industry.Act

Organization Structure

The National Convention, held every year
in September, is the JCM’s highest decisionmaking body. The Action Program, budget,and officers are decided there. The Central Committee meets annually in early December and adopts the policy for the Spring Labor Offensive held in the spring.

The Executive Committee, which meets once a month, oversees the development and implementation of concrete activities. Four Special Committees are in place to advise the Executive Committee on specific affaires.

The Top Officers’ Conference and the General Secretaries’ Conference carry out deliberations and coordinate operations. In addition, there are nine JCM Regional Blocks under the jurisdiction of the head office, which support the coordination of activities in Local RENGO Coordinating Councils for Metalworkers' Unions.
